Norman Virus Control On-access scanner does not honor the Exclude list

Problem description
The On-access scanner seems to be scanning files and/or directories present in the Exclude list. Isn't the point with the Exclude list to prevent certain files from beeing scanned?
Problem solution
For security reasons the exclude list for the On-Access scanner is limited to 50 entries.
In addition to the risk the exclude list represents in itself, the list will also increase the use of system resources. The more entries in the list, the more resources will be used by the On-access scanner.
